This report builds on the recommendations of the HR Matters Phase I report and addresses the following key business plan themes: 1) Create awareness, build capacity, and engage stakeholders, 2) Assist small and medium-size employers with HR planning, 3) Facilitate school-work transitions, 4) Improve skills, 5) Build the labour supply.
